Medical Participation

The State Health Benefits Program is open to all local government employers who elect to participate.

The School Employees’ Health Benefits Program is open to all local education employers who elect to participate.

Employers can enroll in the medical plan only or medical plan and prescription drug program. However, an employer enrolling only in the medical plan must offer a uniform, stand-alone prescription drug plan to all eligible employees in order to be in compliance with the SHBP/SEHBP.

Employers who are interested are able to participate in the SHBP/SEHBP Medical Plans, Local Prescription Drug Program and SHBP Dental Program together, but all employers must elect to have SHBP/SEHBP medical plan coverage to be eligible to participate in the Local Prescription Drug Program and SHBP Dental Program.

To enroll in the SHBP/SEHBP, the employer must submit a completed resolution a minimum of sixty days (preferably 75 or more days) prior to the desired entry date.

These resolutions must be completed by the location’s Certifying Officer and returned to the Health Benefits Bureau a minimum of 60 days prior to the effective date of coverage. Submission of the resolutions at least 75 - 90 days ahead of the effective date will ensure that sufficient time is available to process all applications from the employer's employees, retirees, and COBRA participants.

Dental Participation

Local government and local education groups who have submitted a resolution to participate in the medical plan or currently participate in the SHBP/SEHBP Medical Plan, have the ability to join the SHBP Employee Dental Plan.

New Employer Groups – Aetna Employee Deductible Credit

Are you new to the SHBP/SEHBP and have members enrolled in the Aetna Freedom Plans?

Employers, who join the SHBP/SEHBP between February and December, should have their employees complete and return the Aetna Freedom Plan Deducible credit form within the first 3 months of being enrolled.

This form is used to credit any out-of-network deductible or out-of-network coinsurance that you and/or your dependents met under your previous health insurance carrier to your new Aetna Freedom plan. This credit form is for any claims incurred during the year your employer group moved to the SHBP/SEHBP.
